Which prefectures visitors from each country actually go to, from the 2025 Japan Tourism Agency survey — and where the long-haul and short-haul markets differ.

In short
Tokyo is on the itinerary of 51% of foreign visitors, followed by Osaka (41%), Chiba (35%), Kyoto (30%) and Fukuoka (11%). Who goes where differs a lot by nationality: Hokkaido draws most from Malaysia (12%) and Thailand (11%), Okinawa from Taiwan (14%) and Hong Kong (7%) and Fukuoka from South Korea (25%) and Hong Kong (16%).

What the numbers say
Across all visitors, the most visited prefectures are Tokyo (50.8%), Osaka (41.3%), Chiba (35.1%), Kyoto (29.7%), Fukuoka (11.0%), Kanagawa (9.3%), Nara (9.0%) and Yamanashi (8.1%). Only 12 prefectures are visited by 5% or more of visitors; 21 are visited by fewer than 1%.
The share that goes to Tokyo ranges from 95% of visitors from Spain down to 22% of visitors from South Korea. Long-haul visitors from Spain, Italy and France are the most Tokyo-centred; visitors from Hong Kong, Taiwan and South Korea spread out more.
Regional favourites are clear. Hokkaido draws most from Malaysia (12%), Thailand (11%) and Taiwan (10%); Okinawa from Taiwan (14%), Hong Kong (7%) and South Korea (6%); Fukuoka from South Korea (25%), Hong Kong (16%) and Taiwan (10%); Kyoto from Spain (78%), Italy (70%) and France (62%); and Oita (Beppu and Yufuin hot springs) from South Korea (8%), Hong Kong (5%) and Taiwan (4%).
Prefectures that are number one for a nationality: Tokyo for United States, Australia, United Kingdom, Canada, Singapore, Taiwan, Hong Kong, Philippines, Malaysia, India, Germany, France, Thailand, Italy, Spain, Indonesia and Vietnam; Osaka for South Korea and China.
Counting leisure trips only, the top five are Tokyo (48%), Osaka (44%), Chiba (34%), Kyoto (32%) and Fukuoka (12%). Business travellers push Tokyo and Aichi (Nagoya) up in the all-purpose figures.
How to read the figures
The figures are the share of departing visitors who said they visited each prefecture, from the Japan Tourism Agency’s consumption survey of about 30,000 visitors in 2025. A visitor who went to Tokyo, Kyoto and Osaka counts in all three, so the column adds up to far more than 100%.
Nationality groups with small samples — Spain, Italy, India, Vietnam — have wider margins of error. Treat a two- or three-point gap between prefectures as a tie.
The “leisure trips only” column excludes business travellers, people visiting friends and relatives, and other purposes. It is the better guide to where tourists like you actually go.
Frequently asked questions
Where do most foreign tourists go in Japan?
Tokyo (51%), Osaka (41%), Chiba (35%), Kyoto (30%) and Fukuoka (11%) were the five most visited prefectures in 2025. Most first-time visitors follow the Tokyo–Kyoto–Osaka route.
Which nationalities visit Hokkaido the most?
Malaysia (12%), Thailand (11%), Taiwan (10%) and Australia (10%). Winter snow and summer cool are the draw, and direct flights from East and Southeast Asia make it an easy add-on.
Where do Americans go in Japan?
Tokyo (91%), Chiba (46%), Kyoto (45%), Osaka (45%) and Kanagawa (17%) — the classic Golden Route, with Hiroshima as the most common addition.
